This was brought back to my grandparents in the late 1960s. My grandfather was a smoker, but it was not used for anything other than a book end.
It is 7 1/4 inches from front to back, 3 1/4 from side to side, it is 7 3/4 inches tall.
I do not think it's damage. I think it's more of a glaze issue on the corner of the ashtray. As seen in the photo.
