You can wear it two-ways
With Niqab: Put the tie straps inside of the khimar from the side of your eyes and tie on the back as tight as you desired so niqab fits your face.
Without Niqab hijab only: Put the straps from outside and flip the head strap up, put niqab piece under your chin. Tie the straps on the back of your head. You might be also able to tie strap from inside of the khimar for hijab purposes, depending on the length of your face. For oblong and oval face it would be best to tie on the back of the head.
